There are waveform techniques that can counter or mitigate the impact of that interference but they need to be designed specifically against reference threats. This activity is aimed at developing a modular robust waveform for end-to-end (E2E) communications offering further protection for the missions, by designing the waveform aspects as well as the receiver operations. It will consider typical RF threats and tune the waveform against the most common ones, so that space missions do not have to develop new solutions for their case. The design of the modular robust waveform can include cryptographically robust spread sequences that can be used to drive a frequency hopping scheme, or a direct Sequence spread spectrum modulation, coupled with Adaptive Coding and Modulation (ACM). The adaptation algorithm of the ACM can cover both the typical Modulation and Coding schemes as well as the Transmission Security (TRANSEC) functions (e.g. Direct Sequence Spread Spectrum and Frequency Hopping), providing flexible level of protection based on the link conditions. The activity encompasses the following tasks: - Consolidation of the most common RF interference signals and attacks method - Investigation of state of theart signal techniques to counter RF interference and development of a SWAT analysis to select the optimum measures for the consolidated attacks options. - Detailed design of the waveform blocks to counter the identified common RF interference threats. Particular emphasis shall be devoted to the Add-on modularity so that each block can be added as plug-in. - Development of a Proof of Concept simulator including signal generator/receiver of the waveform and assessment of the E2E performance of the proposed Waveform. - Investigation of the regulatory constraints from the Radio Frequency Compatibility with specific focus on the impact of wideband signals on ITU frequency bands allocation. The software shall be delivered under an ESA Software Community License, so that any individuals or entities within ESA Member States can access to it and can provide update to the community of users.Deliverables: Report, Software","ecosrequired":true,"establishment":"ESTEC","firstPublicationDate":"2026-09-24T17:39:39","id":195604,"idEra":25730,"initiatingService":"TEC-SES","ipmeasure":"N/A","isArchived":false,"isCancelled":false,"isReissued":false,"isToBeReissued":false,"issueQuarter":"263","lastUpdateTime":"2026-10-23T10:02:45","lastUpdateUser":"tagnanap","openDate":"2026-10-23T10:02:35","priceRange":"> 500 KEURO","programmeReference":"Technology Developme","tanumber":"1-13717","title":"MODULAR ROBUST WAVEFORM FOR END-TO-END COMMUNICATIONS - EXPRO+","directorate":null,"countries":[{"id":1},{"id":168},{"id":67},{"id":27},{"id":26},{"id":25},{"id":24},{"id":23},{"id":22},{"id":19},{"id":16},{"id":17},{"id":13},{"id":12},{"id":11},{"id":10},{"id":9},{"id":8},{"id":7},{"id":6},{"id":5},{"id":2},{"id":15}],"products":[{"id":371},{"id":380}],"technologies":[{"id":180},{"id":177},{"id":185}],"status":{"id":2},"tenderType":{"id":5},"isFavourite":false,"eraVersion":1,"stageNumber":null,"isNew":false,"isUpdated":false,"declarationOfCompliances":["All the required declarations of compliance have been addressed and included in our proposal's Cover Letter"],"keyAcceptanceFactors":["The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to satisfy the “Eligibility Requirements” (see section 1.1 of the EXPRO/TC);","The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to fulfil the requirements concerning “Free Competition” (see paragraph 10 of the Cover Letter of the Proposal Template);","The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to accept the conditions established for “Non commitment by the Agency in competitive procurements” (see section 1.7 of the EXPRO/TC);","The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to be compliant with the “Non Benefits Requirements” (see section 1.8 of the EXPRO/TC);","The Tenderer confirms that the tender Cover Letter and the Detailed Proposal contain a binding price;","The Tenderer confirms that the tender Cover Letter and the Detailed Proposal contain a price type compliant with the one requested in the ITT;","The Tenderer confirms that the tender is compliant with the budgetary limit applicable to the ITT;"],"evaluationCriterias":[{"criterion":"Background and experience (related to the particular field concerned) of the company(ies) and staff, including adequacy of the proposed facilities","weightingFactor":"25%"},{"criterion":"Understanding of the objectives of the activity and discussion of the problem areas, and adequacy of the programme of work","weightingFactor":"55,00000000000001%"},{"criterion":"Adequacy of the time dedication and costing, compliance with administrative tender conditions and acceptance of the contract conditions","weightingFactor":"20%"}],"entities":[],"procurementProposal":null,"responsible":"Kieran Killard","updateReason":"Tender Action Issued"}],"totalNew":0,"totalUpdated":0}
