The Facility combines programme-level impact measurement and evidence generation, strategic partnership engagement, institutional advisorysupport, country-level uptake assessment, strategic intelligence, advocacy and communication within a single integrated framework. Building on the legacy and assets of the Global Development Assistance (GDA) programme, it establishes a common Theory of Change, monitoring and evaluation system, stakeholder engagement architecture and learning framework for Earth Action, while creating feedbackloops between implementation, partnerships, communication, programme governance and future RD investments.
