As attacks grow more pervasive, dynamic and subtle, currentapproaches, such as rule-based or ticket driven responses struggle to react at the requiredspeed, resulting in prolonged attacker dwelltime and potential disruption of critical missionoperations, if an attack is detected at all.Real-time automated responses or self-healing' mechanisms, such as fall-back tosecure/minimum configurations, runtime policy/rule change, trusted state reconstitution, orrapid tear-down and re-deploy of compromised systems, can reduce the time required tocontain threats. The aim is to reduce attacker dwell time and maintain service continuityduring otherwise high impact incidents. This activity addresses that gap by developing anddemonstrating a proof-of-concept autonomous self-healing architecture tailored to thecritical mission operations ground segment. It will provide an adaptive resilience mechanismaddressing detection, isolation and recovery with an emphasis on service continuity. Moderntechnologies and techniques are to be explored including:- declarative infrastructure as code for cloud-agnostic redundancy and recovery automation- decoupled micro-service isolation and zero-trust architectures- secure root of trust and immutable system configuration restoration- failure prediction- adaptive response mechanisms leveraging machine learning.The proof-of-concept demonstrator will be integrated into a multi-mission, cloud nativeground segment scenario, leveraging existing (Cyber) Security Operations Centres((C)SOC) monitoring and diagnostic capabilities to ensure operational relevance. It willdemonstrate end to enddetection, isolation, and recovery in the context of missionmonitoring and control systems operating in the loop.","ecosrequired":true,"establishment":"ESOC","firstPublicationDate":"2026-07-02T12:15:35","id":190749,"idEra":25393,"initiatingService":"OPS-GAE","ipmeasure":"N/A","isArchived":false,"isCancelled":false,"isReissued":false,"isToBeReissued":false,"issueQuarter":"000","lastUpdateTime":"2026-10-27T12:00:02","lastUpdateUser":"sapancot","openDate":"2026-10-06T15:04:24","priceRange":"> 500 KEURO","programmeReference":"Technology Developme","tanumber":"1-13621","title":"T709-903GA SELF-HEALING ARCHITECTURES FOR CYBER RESILIENT GROUND SEGMENT SYSTEMS (EXPRO+)","directorate":"Directorate of Operations","countries":[{"id":1},{"id":168},{"id":67},{"id":27},{"id":26},{"id":25},{"id":24},{"id":23},{"id":22},{"id":19},{"id":17},{"id":16},{"id":13},{"id":12},{"id":11},{"id":10},{"id":9},{"id":8},{"id":7},{"id":6},{"id":5},{"id":2},{"id":15}],"products":[{"id":17}],"technologies":[{"id":136}],"status":{"id":2},"tenderType":{"id":5},"isFavourite":false,"eraVersion":1,"stageNumber":null,"isNew":false,"isUpdated":false,"declarationOfCompliances":["All the required declarations of compliance have been addressed and included in our proposal's Cover Letter."],"keyAcceptanceFactors":["The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to satisfy the “Eligibility Requirements” (see section 1.1 of the EXPRO/TC);","The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to fulfil the requirements concerning “Free Competition” (see paragraph 10 of the Cover Letter of the Proposal Template);","The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to accept the conditions established for “Non commitment by the Agency in competitive procurements” (see section 1.7 of the EXPRO/TC);","The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to be compliant with the “Non Benefits Requirements” (see section 1.8 of the EXPRO/TC);","The Tenderer confirms that the tender Cover Letter and the Detailed Proposal contain a binding price;","The Tenderer confirms that the tender Cover Letter and the Detailed Proposal contain a price type compliant with the one requested in the ITT;","The Tenderer confirms that the tender is compliant with the budgetary limit applicable to the ITT;"],"evaluationCriterias":[{"criterion":"Background and experience (related to the particular field concerned) of the company(ies) and staff.","weightingFactor":"25%"},{"criterion":"Understanding of the objectives of the activity and discussion of problem areas, and adequacy of the programme of work.","weightingFactor":"60%"},{"criterion":"Adequacy of time dedication and costing, compliance with administrative tender conditions and acceptance of the contract conditions.","weightingFactor":"15%"}],"entities":[],"procurementProposal":null,"responsible":"Angelique Pruetz","updateReason":"Tender Clarification has been published"}],"totalNew":0,"totalUpdated":0}
