Key user groups are expected to include operators of energy transmission systems, satellite operators, the aviation sector, the Ministry of Defence (MoD) and others. The Centre shall operate in close cooperation with ESA's Space weather Service Network with the aim to establish a node that facilitates collaborative actions with network participants while moving progressively towards a structure with a clear operational dimension ableto support the development and delivery of tailored space weather capabilities and services. Particularly the centre will focus on translating complex space weather information from multiple sources into streamlined, actionable information. A colocation of the development and operations teams shall be foreseen with the aim to streamline the R2O process, support team building and to encouragedirect feedback to research, optimising the use of facilities in ESAC.Part 1 shall include: Systematic mapping of end users and establishment of key contact points with users and stakeholders Establishment of a proactive engagement strategy and actions with the identified end users to ensure full understanding of end user needs and operational requirements Development of necessary IT infrastructure, tools and service operation procedures in order to operate the space weather front desk, initially on an 8/5 basis, with on-call support during periods of elevated space weather activity. OoProcedures shall be developed with a view to transitioning into full 24/7 support at the start of a future Part 2 of this activity. Operation of the space weather front desk from KO+3 months for at least 6 months prior to the start of Part 2 handover Development of a space weather dashboard capabilities targeting end users and building on well demonstrated and tested space weather assets, constituting a layer for translating complex technical concepts into an easy-to-use tool for end users. Training for end users including exercises and simulations based on realistic use casesDevelopment of a roadmap for the operational Centre including priority R2O needs and the inclusion of a space weather testbed facility to be used for regional event simulations and training, bringing together stakeholders including end users, operators and domain experts with a focus on optimising the R2O2R pipeline. Support for data and product provision from existing assetsas part of the service provision shall be foreseen where it does not duplicate activities already funded via the Space Safety Programme's pre operational space weather service activities. Operationalisation of certain key models and tools along with their re-deployment within the Centre may be foreseen subject to the necessary licensing agreements with the asset owner.
