However, high-altitude elliptical orbits (HEO) offer special features ofinterest to resilient and secure satcom systems. This includes in particular coverage of Europe and polar regions thanks to the large orbital inclination. Furthermore, the HEO platform isexpected to share design and development similarities with existing GEO platforms, enabling faster development and deployment.Such a HEO system can enable the rapid provision of resilient and secure satellite communications for governmental use, ensuring secure service continuity andoperational resiliencethat satisfy the short-term secure communication needs. It will consist of several satellites placed in different orbits. This approach will provide an initial layer of protection againstjamming, as a single jammer would be unable to disrupt more than one satellite. Further robustness of the system shall be provided based on anti-jamming capabilities to be investigatedin the activity.In this activity, the different governmental and commercial use cases will be investigated, and mission and user requirements will be derived.The activity will study and compare multiple orbits of interest, and define concepts of mission, system, satellite, payload, and user terminal required to achieve the desired services.System requirements will be derived. In addition to anti jamming capability, the study shall analyse and trade-off various techniques for the system to stay resilient to other kinetic andnon-kinetic impairments. System development and deployment plan, business and cost analysis and related technology roadmap shall be defined. The defined use cases and theirrelated performance shall be confirmed by means of a comprehensive mission/system simulator.A key result of the analysis will be the confirmation of the possibility to develop and rapidly deploy the satellites for the envisioned HEO system, leveraging the experience of the Europeanindustry acquired in the development of platforms and payloads for GEO orbit","ecosrequired":true,"establishment":"ESTEC","firstPublicationDate":"2026-06-10T17:18:09","id":189187,"idEra":25230,"initiatingService":"RNC-FTS","ipmeasure":"N/A","isArchived":false,"isCancelled":false,"isReissued":false,"isToBeReissued":false,"issueQuarter":"000","lastUpdateTime":"2026-07-28T15:06:54","lastUpdateUser":"ltena","openDate":"2026-07-17T15:59:04","priceRange":"> 500 KEURO","programmeReference":"4S - Advanced Techno","tanumber":"1-13572","title":"RESILIENT COMMUNICATION SYSTEM IN NON-GEOSTATIONARY HIGH-ALTITUDE INCLINED ELLIPTICAL ORBITS (ARTES 4.0 SPL 4S 3A.230) - EXPRO+ (ON DELEGATION REQUEST)","directorate":"Dir. of Connectivity Secure Comm.","countries":[{"id":1},{"id":168},{"id":67},{"id":62},{"id":26},{"id":25},{"id":24},{"id":23},{"id":22},{"id":19},{"id":17},{"id":16},{"id":13},{"id":12},{"id":11},{"id":10},{"id":9},{"id":8},{"id":7},{"id":6},{"id":5},{"id":2},{"id":15}],"products":[{"id":380}],"technologies":[{"id":210}],"status":{"id":2},"tenderType":{"id":5},"isFavourite":false,"eraVersion":1,"stageNumber":null,"isNew":false,"isUpdated":false,"declarationOfCompliances":["All the required declarations of compliance have been addressed and included in our proposal's Cover Letter."],"keyAcceptanceFactors":["The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to satisfy the “Eligibility Requirements” (see section 1.1 of the EXPRO/TC);","The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to fulfil the requirements concerning “Free Competition” (see paragraph 11 of the Cover Letter of the Proposal Template);","The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to accept the conditions established for “Non commitment by the Agency in competitive procurements” (see section 1.7 of the EXPRO/TC);","The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to be compliant with the “Non Benefits Requirements” (see section 1.8 of the EXPRO/TC);","The Tenderer confirms that the tender Cover Letter and the Detailed Proposal contain a binding price;","The Tenderer confirms that the tender Cover Letter and the Detailed Proposal contain a price type compliant with the one requested in the ITT;","The Tenderer confirms that the tender is compliant with the budgetary limit applicable to the ITT;","ARTES 4.0 Strategic Programme Line - Space Systems for Safety and Security (4S): The Tenderer confirms that supporting evidence of the authorisation of funding from the relevant Participating State(s) is provided as part of the Tender cover letter and in accordance with the requirements of section 4 of the Cover letter to the present ITT."],"evaluationCriterias":[{"criterion":"Background and experience (related to the particular field concerned) of the company(ies) and staff","weightingFactor":"35%"},{"criterion":"Understanding of the objectives of the activity and discussion of the problem areas, and adequacy of the programme of work","weightingFactor":"50%"},{"criterion":"Adequacy of the time dedication and costing, compliance with administrative tender conditions and acceptance of the contract conditions","weightingFactor":"15%"}],"entities":[],"procurementProposal":null,"responsible":"Nathalie Dorval","updateReason":"Tender Clarification has been published"}],"totalNew":0,"totalUpdated":0}
