The onboard router shall be able to decide how to route packets, depending on the authenticated source (based on the validated tag), securityrequirements, destination ,type of traffic data, etc. The onboard secure routing module shall interface with a key management system managing keys used to validate theauthenticity of traffic for different entities. Algorithms specific for onboard policy-based filtering will be developed, considering various criteria for filtering and routing. In addition tofiltering based on authenticated tags, source, but also destination, packet protocol and header information, the algorithms will need to consider the varying latency anddynamic/scalable network topologies. The policy-based routing configuration will have to be dynamically reconfigurable, and shall consider, in addition to the onboard processingand memory constraints, the available inter satellite links or the available ground stations for routing decision-making. Under increased load, the router may furthermore be able torestrict the allocation of onboard resources to ensure the prioritised/efficient processing of critical traffic data. Segregated zones for management/operational purposes, as well asfor traffic with different security requirements shall be considered.The activity will design a secure on-board router enabling the filtering and routing based on the authenticated source of the traffic, integrated with a key management system. Theactivity will then implement the selected design as a payload module and perform verification and validation of the module by testing the overall resilience of the module.","ecosrequired":true,"establishment":"ESTEC","firstPublicationDate":"2026-06-01T16:32:11","id":188558,"idEra":25182,"initiatingService":"RNC-FTS","ipmeasure":"N/A","isArchived":false,"isCancelled":false,"isReissued":false,"isToBeReissued":false,"issueQuarter":"000","lastUpdateTime":"2026-07-27T15:10:28","lastUpdateUser":"spancott","openDate":"2026-07-23T09:22:38","priceRange":"> 500 KEURO","programmeReference":"4S - Advanced Techno","tanumber":"1-13561","title":"SECURE ON-BOARD AND ACCESS CONTROL ROUTER FOR FUTURE SATELLITE COMMUNICATIONS SYSTEMS (ARTES 4.0 SPL 4S 5A.097) - EXPRO+","directorate":"Dir. of Connectivity Secure Comm.","countries":[{"id":1},{"id":168},{"id":67},{"id":62},{"id":26},{"id":25},{"id":24},{"id":23},{"id":22},{"id":19},{"id":17},{"id":16},{"id":13},{"id":12},{"id":11},{"id":10},{"id":9},{"id":8},{"id":7},{"id":6},{"id":5},{"id":2},{"id":15}],"products":[{"id":374}],"technologies":[{"id":191}],"status":{"id":2},"tenderType":{"id":5},"isFavourite":false,"eraVersion":1,"stageNumber":null,"isNew":false,"isUpdated":false,"declarationOfCompliances":["All the required declarations of compliance have been addressed and included in our proposal's Cover Letter."],"keyAcceptanceFactors":["The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to satisfy the “Eligibility Requirements” (see section 1.1 of the EXPRO/TC);","The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to fulfil the requirements concerning “Free Competition” (see paragraph 11 of the Cover Letter of the Proposal Template);","The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to accept the conditions established for “Non commitment by the Agency in competitive procurements” (see section 1.7 of the EXPRO/TC);","The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to be compliant with the “Non Benefits Requirements” (see section 1.8 of the EXPRO/TC);","The Tenderer confirms that the tender Cover Letter and the Detailed Proposal contain a binding price;","The Tenderer confirms that the tender Cover Letter and the Detailed Proposal contain a price type compliant with the one requested in the ITT;","The Tenderer confirms that the tender is compliant with the budgetary limit applicable to the ITT;","The Tenderer confirms that:\nSupporting evidence of the authorisation of funding from the relevant Participating State(s) is provided as part of the Tender cover letter and in accordance with the requirements of section 4 of the Cover letter to the present ITT."],"evaluationCriterias":[{"criterion":"Background and experience (related to the particular field concerned) of the company(ies) and staff, including adequacy of proposed facilities.","weightingFactor":"35%"},{"criterion":"Understanding of the objectives of the activity and discussion of problem areas, and adequacy of the programme of work","weightingFactor":"45%"},{"criterion":"Adequacy of time dedication and costing, compliance with administrative tender conditions and acceptance of the contract conditions","weightingFactor":"20%"}],"entities":[],"procurementProposal":null,"responsible":"Florence Glandieres","updateReason":"Tender Action Package Updated"}],"totalNew":0,"totalUpdated":0}
