The testbed shall be developed to test networks feature heterogenous links, e.g. in terms of data rates or latencies, and includeend users, mission and payload control centres, optical and RF ground stations and space data relay systems.TargetedImprovements:Standardised data distribution irrespective of RF or optical communication.Reduced ground segment complexity (single system for RF and optical).Automatic network-based distribution.Increased E2E data delivery accountability leveraging unified reporting.Description: The need for hybrid (optical and RF) networks is due to the volumeof data transferred by satellites 00that is ever increasing. Optical communicationpotentially combined or augmented with RF communication at higher frequencies is supporting high or very high data rates. The distribution of this datais non-trivial and faces several challenges like non-permanent connectivity and asymmetric data rates in space and on ground just to name a few. It ishighly desirable to take a reliable and interoperable end-to-end approach with a common addressing scheme to cross organisational boundaries whilebeing able to monitor and manage the overall process of data distribution.The activity will develop an integrated optical andRF scalable high-volume data distribution testbed (demonstrating beyond 1 TB per downlink) based onDisruption Tolerant Networking (DTN). The activity will develop combined software and hardware. The testbed will be tested for high speed DTN nodesconnected over Wide Area Networks, emulating end users, control centres, and ground stations connecting with simulated spacecraft. It will includemonitoring and control aspects of individual nodes and DTN Network Management. The activity will allow the gathering of valuable experience in arepresentative environment and will address the problem of reliable and efficient data distribution in heterogenous ground networks and prepares theexpected deployment of DTN in space nodes in the future.","ecosrequired":true,"establishment":"ESTEC","firstPublicationDate":"2026-04-20T09:13:56","id":185696,"idEra":24950,"initiatingService":"RNC-FQ","ipmeasure":"N/A","isArchived":false,"isCancelled":false,"isReissued":false,"isToBeReissued":false,"issueQuarter":"000","lastUpdateTime":"2026-10-30T09:34:17","lastUpdateUser":"system","openDate":"2026-10-21T18:03:21","priceRange":"> 500 KEURO","programmeReference":"OP - Advanced Techno","tanumber":"1-13441","title":"DYNAMIC HIGH-VOLUME DATA DISTRIBUTION FOR INTEGRATED OPTICAL AND RF NETWORKS (ARTES 4.0 SL SPL 6C.082) - EXPRO+","directorate":null,"countries":[{"id":1},{"id":62},{"id":26},{"id":24},{"id":23},{"id":22},{"id":19},{"id":18},{"id":17},{"id":16},{"id":15},{"id":13},{"id":12},{"id":11},{"id":10},{"id":9},{"id":8},{"id":6},{"id":5},{"id":2},{"id":67},{"id":25},{"id":7},{"id":4}],"products":[],"technologies":[{"id":245}],"status":{"id":2},"tenderType":{"id":5},"isFavourite":false,"eraVersion":1,"stageNumber":null,"isNew":false,"isUpdated":false,"declarationOfCompliances":["All the required declarations of compliance have been addressed and included in our proposal's Cover Letter."],"keyAcceptanceFactors":["The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to satisfy the “Eligibility Requirements” (see section 1.1 of the EXPRO/TC);","The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to fulfil the requirements concerning “Free Competition” (see paragraph 11 of the Cover Letter of the Proposal Template);","The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to accept the conditions established for “Non commitment by the Agency in competitive procurements” (see section 1.7 of the EXPRO/TC);","The Tenderer confirms, on its behalf and on behalf of its Subcontractor(s), to be compliant with the “Non Benefits Requirements” (see section 1.8 of the EXPRO/TC);","The Tenderer confirms that the tender Cover Letter and the Detailed Proposal contain a binding price;","The Tenderer confirms that the tender Cover Letter and the Detailed Proposal contain a price type compliant with the one requested in the ITT;","The Tenderer confirms that the tender is compliant with the budgetary limit applicable to the ITT;","The Tenderer confirms that:\n\nSupporting evidence of the authorisation of funding from the relevant Participating State(s) is provided as part of the Tender cover letter and in accordance with the requirements of section 4 of the Cover letter to the present ITT."],"evaluationCriterias":[{"criterion":"Background and experience (related to the particular field concerned) of the company(ies) and staff, including adequacy of proposed facilities.","weightingFactor":"30%"},{"criterion":"Understanding of the objectives of the activity and discussion of problem areas, and adequacy of the programme of work.","weightingFactor":"50%"},{"criterion":"Adequacy of time dedication and costing, compliance with administrative tender conditions and acceptance of the contract conditions.","weightingFactor":"20%"}],"entities":[],"procurementProposal":null,"responsible":"Florence Glandieres","updateReason":"Tender Action Issued"}],"totalNew":0,"totalUpdated":0}
